There are people down there. You see them? Ripley's Aquarium of the Smokies has (or had, not sure if it still holds the record) the world's longest underwater tunnel. You can see the tunnel when viewing the sharks and fish from above. In turn, when you're in the tunnel, you can see the people above you.
